The rule is: on-chain stores commitments and aggregates; off-chain stores content and accounting detail. A user can verify an eligible bINT allocation against an on-chain commitment while receipt contents and cPoints history stay in the off-chain data layer. Epoch 8 historical cPoints settlement and Epoch 9+ bINT v2 settlement remain distinct release records.
